I had an idea for an RP. Then I had another.. So I'll explain both and see what you guys think.
Cyberpunk - Set in the near future, cybernetics are a huge thing now. People are equipped with robotic limbs that can perform feats which people are calling 'tech magic', eye implants that can act like targeting modules and cameras, even artifical organs that perform better than organic. Assault rifles and handguns now have the added arsenal of plasma and laser weaponry. Even cyber pets with artificial intelligence. But the old world is still mixed with the new. Cars still run on gas, money is still a major currency and markets, clubs and bars are still hugely popular. The RP centers around a mercenary company that are hired mostly by the police as a specialised enforcement unit. Some are newcomers, some are veterans. But one thing is for certain is that they're all a well oiled team... Or are they?...
Outbreak - inspired by the game Dying Light. This is set in modern times, the fictional city of New Lincoln has become victim to a virus that turns people into crazed, zombie-like humanoids with grey skin and bloodshot eyes that sprint at any non-infected and use punches, kicks and bites to kill. Infected blood entering the system is the way a person can be infected by this virus and the process takes three days, but the transformation can be suppressed with antibiotics but someone begins transforming, it is too late for them. Some infected in a long state mutate into deadly creatures people call 'Howlers', pure red eyes and black skin, these have claws on their hands, much faster and stronger than the average human, can climb walls and ceilings and have a blood curdling roar that sounds like howling. Fortunately, howlers are sensitive to light and only come out at night. A community of survivors have made shelter within an old 20 story building. They are awaiting rescue and are on the constant look out for supplies. People known as 'Runners' risk their lives day and night to collect these supplies for the people. Mutants aren't the only threat, some people have turned into bandits and hunt down vulnerable survivors and runners for their gear. The government has quarantined the city and working a way to create a cure and a rescue effort, but it all seems fruitless so far, so it's up to this community to survive until help, if it does at all, comes.

The cyberpunk kinda reminds me of 2046: ROM if you Kickstart this RP I may or may not have a robot companion called Turing.

I'm a bit biased cause I'm currently in a Shadowrun game IRL so I vote for Outbreak (also I love survivor style games)

Are there any particular objectives in mind for either of the RP's?

Mutant Outbreak is overcoming hardships the group will face. The government will routinely airdrop supplies for them, so the Runners must get to them before bandits do, some of these drops happen at night too. As well as gathering supplies, there's the issue of infected survivors. They will need a dose of antibiotics every one or two days to prevent transformation (day one the symptoms don't take effect. Day two, the survivor develop symptoms of a severe fever. Day three is then transformation process.) and these are the most valuable resource and sought after, so these will be hard to obtain. Bandits will often ambush survivors on their runs certain events can happen such as the group gets separated and one half don't make it back in time, forcing them to survive through the night against Howlers. People are free to suggest events and plotlines.
Cyberpunk - I have a storyline planned for this. The company is hired by the police force to investigate a series of murders. They all have one thing in common and that is the victim's data cookies (an implant in the brain that stores memories, personality, thoughts etc.) have been removed. This will later uncover a vast black market smuggling of hundreds of data cookies being dissected and sold to a specific buyers. What does the buyer want with these? I'm open to ideas.

Perhaps the outbreak scenario can involve the community of survivors potentially having to relocate; having an end goal in mind may be tricky, but perhaps the government has offered to safely house people that can make their way across an undetermined distance towards a fortified base ran by said government. Although I doubt the government drops supplies indiscriminately, and no government would be charitable enough to routinely drop supplies for a single isolated community. What makes us so special?
And for Cyberpunk, such a vast trove of information brokering reminds me of Project Insight, in a way. Perhaps powerful criminal figures are gearing up to subjugate the world through information and tabs, a la 1984 style or something similar?

Could work. For the first half, Runners could be scouting for the safest route getting there and setting up checkpoints along the way to take shelter in at night (they will be brightly lit up to dissuade Howlers getting close and since Bandits never come out at night, they won't have to worry about attacks from them during.) So the RP is focused on this group of Runners finding this route. Once found, they will then need to escort the community in separate groups and guide them to this place.
That's pretty good actually. So they could be collecting specific data cookies where the victims that knew certain key information. Once all gathered, the knowledge they have obtained will have devastating results if they use it against the public perhaps?

That could work well; a sense of intrigue and danger constantly around. It would certainly provide the excitement and the 'living off the land' experience that most think of when they think of a zombie apocalypse. But why do Bandits never come out at night? If, by bandits, you mean bandits in the classical sense of the word i.e. raiding and murdering others then nighttime seems like the perfect time frame to operate. I'd expect them to be even more dangerous then. And so Howlers are highly sensitive to all light as opposed to sunlight? Sunlight, I can understand due to the physically undetectable waves they may be highly sensitive to, such as UV or even infrared. Or is it simply their eyes in which embodies the dilemma; their eyes are vastly superior to humans in the way that they can see much further distances, see much more closely/in more detail and see in the dark, but because of that, light itself burns their retinas?
Actually, upon further deliberation, it may be more prudent to think of a terrorist organisation of sorts that plan to carry out acts of...well, terror. If it was highly powerful criminal figures, they would have more than enough influence to ensure that such a task force never existed in the first place. Not to mention that such an organised syndicate would never be so sloppy as to leave the dead bodies anywhere visible without properly disposing of them with the resources that they undoubtedly possess. Any syndicate worth their salt would make sure that the body was never found and the murder was expertly covered up. But a terrorist cell may not care as much due to their...somewhat explosive nature.

Bandits are dangerous, but Howlers often roam in two or three groups. One on it's own, they can be killed if done carefully. With another, they're highly dangerous since they're a lot more resistent to damage than a common infected so the best option is to run and hide. Some bandits will travel at night, but they will be equipped with the tools to ward off Howlers. On the light subject, I'm gonna say both. While UV and Infra-red burns their skins and harms them and causes them to scatter lest they burn to death. Lower light such as a flashlight will burn their eyes and temporarily stun them, but they will be angered further once recovered and chase their prey down more aggressively. Their eyes are like night vision, they can see very well in the darkness but like you said, light will hurt their retinas.
So maybe this terrorist cell are collecting the key information to locate and gain access to a certain thing (like DEATH RAY LASERRRRRRRRRRS.) that they will use to cause devastation?

For the Outbreak RP, would we be able to play as Howlers (or any other infected), or is it strictly only for humans? I always did prefer playing inhuman characters as opposed to humans. It allows me to bring out my inner horror movie. Am I weird?

You could make a character that gets infected and reaches the transformation process. But the other characters may put you down quickly

So I'm curious, for the Cyberpunk story could I be an A.I. that accompanies the investigators or would that mess with the story/universe?

Actually my character was going to have an NPC accompany them similar to an A.I that she has banter with. So your idea is perfect!

I was thinking of making a decker/rigger type of character my question is can I have the equivalent to a data jack so I can personally plug into tech. If so would this country as one augment or two?

I made Meta Agency in the universe of Shadowrun so most tech will have a datajack access point. You're good to go. I would count it as one augment since its a small one
